To the competent commercial, industry and information technology departments, public security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps; the Guangdong Sub-Administration and all directly affiliated customs of the General Administration of Customs:
In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, further standardize the competitive order of the automobile industry, and promote the healthy and orderly development of China's used car exports, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the General Administration of Customs have decided to further strengthen the administration of used car exports. Relevant matters are hereby notified as follows:
Starting from January 1st, 2026, for vehicles applying for export with a registration date of less than 180 days (including 180 days), competent commercial departments in all regions shall guide local enterprises to supplement and submit the "After-sales Maintenance Service Confirmation Letter" issued by the vehicle manufacturer. The letter shall include information such as the export country, vehicle information, and details of after-sales service outlets, and be affixed with the manufacturer's official seal. Export licenses shall not be issued for vehicles unable to provide the above materials. For vehicles that have completed transfer registration and are pending export procedures before the implementation date of this notice, enterprises shall be guided to fulfill contracts and conduct exports in an orderly manner.
Competent commercial departments in all regions shall guide enterprises to accurately and completely fill in the export license application information. The vehicle brand, model, registration date, and transfer registration date for pending export shall be consistent with those in the "Motor Vehicle Registration Certificate". The registration date and transfer registration date for pending export shall be filled in the attached table of the export license. Export licenses shall not be issued for applications failing to meet the above filling requirements. The Ministry of Commerce will closely monitor the filling of export license information and notify enterprises with repeated irregular fillings and relevant license-issuing authorities.
Competent commercial departments in all regions shall strengthen the construction of the local credit evaluation system for used car exports. In accordance with the "Negative List of Dishonest Behaviors in Used Car Exports" (Annex 1), they shall conduct daily supervision and dynamic management of enterprises to standardize their business operations and export competitive order. Enterprises with dishonest behaviors shall be interviewed in a timely manner. For enterprises with repeated dishonest behaviors, failure to promptly provide maintenance technology and spare parts support for exported vehicles, non-performance of quality assurance obligations, or enterprises newly established by the legal persons or related parties of such enterprises to engage in used car export business, they shall be ordered to formulate and implement rectification measures for their previous dishonest behaviors. When accepting and reviewing their export license applications, decisions on whether to grant permission shall be made based on the implementation of rectification measures.
Competent commercial departments in all regions shall guide modified car export enterprises to accurately fill in information such as the chassis brand, modified car brand, and vehicle model, and submit materials proving the authenticity of modification (Annex 2). Export licenses shall not be issued for vehicles unable to prove the authenticity of modification, or for similar modified car products not included in the "Announcement of Road Motor Vehicle Manufacturers and Products" of the Ministry of Industry and Information Technology and without valid national mandatory product certification. They shall conduct inspections on the export situation of local modified car manufacturers and their modification production capacity matching the export volume, and report relevant information to the Ministry of Commerce in a timely manner. The Ministry of Commerce, the Ministry of Industry and Information Technology, and the General Administration of Customs will closely monitor and promptly share abnormal situations in all links of modified car exports, and increase inspection and punishment efforts.
Competent commercial departments in all regions shall fully utilize various trade promotion platforms to support enterprises in exploring diversified markets. Enterprises with conditions shall be encouraged to establish public exhibition and trading markets in key markets and expand comprehensive services such as marketing and warehousing. A sound training system shall be established to guide enterprises in conducting business in compliance through policy promotion and experience exchange.
Based on long-term development, competent commercial departments in all regions shall guide export enterprises to cooperate with automobile manufacturers and overseas importers to improve after-sales service, ensuring the supply of maintenance parts and technical support. They shall promote exchanges and cooperation between export enterprises and supply chain supporting enterprises such as logistics, finance, and third-party quality assurance institutions. Exploration and development of trading markets specifically for used car exports shall be carried out, providing "one-stop" services such as preparation, inspection, customs declaration, and logistics for used car exports to support the healthy and sustainable development of used car exports.
